Whose agents (honest)

Today the plane governs agents that enroll on the SOCHQ phone-home contract — SOCHQ RMM, XDR, stewards, and SOCHQ analyst workers. It is not yet a governance layer above arbitrary third-party vendor copilots.

The enroll contract is the path to governing other agents later — without claiming that product today.
